What has the Lord done? Will He do it again? Habakkuk recalls what the Lord did in the past and believes He will do it again.
In chapter 3 Habakkuk remembers:
O Lord, I have heard the report of you, and your work, O Lord, do I fear. Habakkuk 3:2
Habakkuk continues on, recalling what the Lord has done even before he was born:
God came from Teman, and the Holy One from Mount Paran. Selah. His splendor covered the heavens, and the earth was full of his praise. Habakkuk 3:3
Before him went pestilence, and plague followed at his heels. Habakkuk 3:5
I saw the tents of Cushan in affliction; the curtains of the land of Midian did tremble. Habakkuk 3:7
In these verses Habakkuk recalls the story of the exodus and the deliverance from Egyptian slavery and captivity.
And Habakkuk believes the Lord will do it again:
You went out for the salvation of your people, for the salvation of your anointed. Habakkuk 3:13
Habakkuk was writing before the time of the Chaldean (Babylonian) invasion and draws parallels between Egyptian bondage of the past and the future exile to Babylon. He recalls the deliverance and salvation before, and believes the Lord will do it again.
